Subtle nuances in shell scripting can make a world of difference. Remove the == when testing $SITE_DIR in bin/install and test script again using Bourne shell and switch away from bash.

Note Ubuntu uses bash or dash when /bin/sh is expected so don’t assume you know which shell you’re running in.
